Group 1: Young scholars who obtained their PhDs from developed countries and returned to their home countries in the developing world.
Group 2: Expatriates, diasporas, and scholars and scientists in the developed countries.
Group 3: Eminent scholars, scientists, and public figures concerned with international development.
Group 4: Funding agencies including government, international, private, and philanthropy organizations.
